The damper is for 70-up. Very easy fix.
Assemble everything, then just bring #1 to TDC and mark the damper with a saw blade right at the 0 mark on the timing tab.

That is exactly what I did, I have a new TDC mark scribed into the new damper, Thanks for the insight!
