what makes sense in, getting to bare metal like you mentions, epoxy it, coat of good fil primer, offer it for sale with agreement to paint it color choice of buyer?????? I have tried that yeara ago, most "idiot" buyers only see a car in primer and scream " whats under the primer???? ha
take it to bare metal and keep the rust at bay. can be done if dry garage, wipe it down with the high $$$ paint store acid clean. I would not be afraid to wipe it with Ospho personally. high end paint store prep stuff is preferred i'm sure.
