Sounds likely that the lower control arm inner bushings are shot and allowing the lower control arms to move in and out..... or the lower balls joints allowing the spindles to move. That will change the toe a lot. If they are that badly worn, then I'd be looking at renewing those and the upper control arm bushings, ball joints, and pretty much everything in the front suspension and steering. it is not a super high cost to do all that; just a moderate amount of labor. It is all home shop level of work with a few special tools needed.
