Straight copper and aluminum react pretty quickly and strongly, even with just atmospheric moisture. It should only take place in the presence of moisture and other electrolytes. If there is good coolant kept in, and it's changed every few years, then I would think that the anti-corrosive additives in the anti-freeze ought to keep it from happening.
