Actually, that 'oil filter' looks like a pre-pump fuel filter, and perhaps a water separator.... pretty common on engines used in rural overseas areas where the fuel supply is not nearly so clean as here. You can see what looks like a fuel line and 90* brass fitting on the rear underside of that assembly.
