No there do not have to be was a factory screw the mechanic thing. There are aluminum plugs over the adjusting screws, prob a good thing means that carb was not messed with much. Just drill a small 1/8 hole in the aluminum by the end then just use a punch on a angle they usually just punch out. Google it. That is the easiest way, they did sell a tool that was a pia it was a plate that screwed on then a mini hole saw to cut around the cap. You want to take them off and the screws out before cleaning it, leave them on for the blast.
