IMO, Lack of a "1" probably assumes 1st shift. Lack of a "3" likely not produced on 3rd shift.
Basic rule of manufacturing, If it don't need it, don't do it.
Spikes in demand may require longer shifts but not necessarily additional employees to open another shift.
