Anyone up in Alberta see this car?

I've emailed twice and talked to him once on the phone. Its been on kijiji many times and will probably be on there soon again. Looks like a nice car, but is painted black or under coated, not sure which, underneath. He had it at electric garage auction, a local auction here, and it did not sell. ,(his reserve is too high)
Not worth 40 usd for sure. Maybe 28-32 cdn (22-26 used) in my opinion.
