I've contacted several places in relation to refurbishing these but so far no luck, can you suggest anyone in particular Retractable?

I took a look at my controllers and all of them have broken vacuum nipples. Looks like I will see about repairing one myself.
 
Those buttons in the 2nd gen' controllers are flat where early/yours have a vertical offset. So what I have here wont help you. That degree of yellow discoloration probably wouldn't back out or bleach out in this lifetime. To remake them, using acrylic resin in silicone molds...
I would have to try if they were mine. Good luck

Oooops! My bad! I misunderstood and thought you were looking for a controller. I will have another look and see what I have for the buttons. Being 50 years old, I don't have high hopes.

As it happens a friend of mine who restores old radios has used the same method to reproduce broken /missing radio knobs & luckily another friend has a good set of buttons which we can take a mould of so hopefully there might be light at the end of the buttons yet !

I have a 65 cuds which had air if u like I can check the buttons 4 u.
