Repo 68-70 Sport Wheel Horn Pad

Is it a bubble, or a crack, or both?
Not sure you can "orient" it to the bottom as the inserts only go in one way and would not be in correct position, I guess depending on what center insert you have.
Where is blemish relative to the slot for the center insert?
