Emblems powder coat out gassing issue

My 66 Dart has 2 emblems on each front fender that are made of pot metal and then chrome plated. See below:

Im not a purist so I decided to have them powder coated in a chrome color. Its been over a month since I dropped them off and I have stayed in contact with this company each week to see if they are done yet. Each time I called I was told they are having issues with out gassing because of the pitting the parts had. Finally this week he said come and get them he was giving up. He's done everything he said he could try but the parts continue to out gas leaving small bubbles in the parts. There was no charge and he felt very bad that he couldnt complete this job. I give him credit as I know he tried at least 6 different attempts. He said maybe I could paint them. I havent picked them up yet, hope to do that Friday. SO my choices are try painting but I would guess I would also run into out gassing or weld the holes shut and go without them.
