They are "handed" that is specific left and right bars, but there is no front or back. Or not originally anyhow. Like any spring they will take a set and change shape over time (the spring rate will remain the same). It could be possible that the bar in question has changed a little but there is sufficient range in the adjuster for that.

Is the adjustment screw going all the way until the head contacts the cross nut? If so, you probably have the hex off one flat in the LCA. The adjuster range is pretty close to 30 degrees for that reason. Removing the UCA bump stop will allow the arm to drop farther. If the adjuster does not screw in all the way take is apart and clean the threads, don't force it. You don't want to strip the threads.
