Well, I think we found the issue. It is with the Howards Camshaft. The oiling holes in the #4 journal are a third the size of a stock Mopar Cam
@MOPARMITCH. The machinist I used in NC refused to use howard cams. Would go on a tirade about quality and them being drilled all over the map making them more difficult to get degreed in.
