Noob question 727 really low shift points

I took a look at that car when it was on Lady's island S.C. and yes there was a lot of questionable MODS on it, I talked to the fellow selling it, He didn't seem to know much! But not to worry with all the help you will get here, that 340 will be ripping up the street in no time.
