What Is This?

My fix was to find a truck repair center. They had some heavy rubber air line hose for the tractor trailer rigs that was the perfect ID & OD size to replace the bushings with.
A couple inches and I had it back in "better than new" as this air line is resistant to oil & transmission fluid.

I finally got around to replacing the bushings in my tailshaft weight. I thought I'd follow-up to share a link and picture of the hose I used. I purchased it from a local hose supplier. Thanks to "clhyer" for the tip! I cut the hose slightly longer than the inside diameter bushing so it would mushroom a little and provide a nice tight fit. The hose I used has an ID of 0.5".
