That does not actually say if you are or are not allowed to drive at night. But it would be pointless to say all that if cars with lighting to current code were not allowed at night.
Yeah, they only talk about exemptions and prohibitions rather than what you can do. It makes sense though since guys with Model T cars don’t want to have to install modern lighting and side markers just to drive during the day.
