Interesting. I saw another post on here that said 1.2 ohms, but FSM shows .5 on low side ...
They're matched for the particulars. Go with what the FSM says..

As I understand it the high side of the resistor is in play during starting. So I really don't think it's part of the problem.
Look at the diagram Hoppy posted. Start wire is the pink wire - resistors are bypassed during start.
