Small block bell with a 4.8” hole; what’s the app?

You may be right. I have heard that all e-body 4 speeds (dual shifter tails) had the larger input bearing size. Is that true? That may explain the larger hole. Otherwise, unless you really wanted to run an 18 spline A833 behind a small block why else would someone open it up from a 4.3”?
