Down shift a 4 spd definately helps keep things brakes from overheating on the steep declines.. Even with a torqueflite, 2nd is good for that if the speeds aren't too high.
If you're getting fade, whether its brakes or drums; fresh brake fluid is number one, then find a more appropriate lining material for whichever end is smoking - or both. Some of the stuff sold for us in the parts stores is pretty sad - especially for the rear shoes. If there's no lining shops near you, Rochester Brake & Clutch is an option. Do you know the second letter on the edge code is the 'recovery' rating? if not, I've got run but here's an overview
