Give him a deadline to get them done and pad it by a couple weeks and he'll be close...
Don't tell him to do them when he gets time... I did that once and he had them for 5 years... Don't leave the timeline open ended or they will be on the back burner for a while...
After I got those heads back, I had him do about a dozen more for me and have them on the shelf in my basement ready to go...
He always gets work to do and has to make priorities according to when you need them...
All of the local cruisers on Telegraph where he lives know him... He's well known around there...
