In all honesty, the potholes probably are filled by the street department. I rarely see a roller. Holes related to water and gas repairs are filled temporarily - usually by by the contractor. Temporary fill vary from steel plate, to loose gravel. Then the water department or PGW send a crew or contracts for a real patch. Sometimes those are done well - concrete, then hot asphalt rolled, and edges sealed.
