Is it LEGAL????

Years ago at a monster mopar meet at gateway int in St. Louis in the swap meet area, different vendors had blank vin tags , blank code tags, build sheets , window stickers even pop rivets for sale. Who's buying them and why? So they can sell you a #matching all original muscle car? NAH. thats unethical. Not a big believer in #s matching anything.
