That's a big pile of rock salt that sat for weeks after the November snow.
The City uses no sand, same for most townships both sides of the river, at least down here.
Some Northwestern Jersey townships weren't using any salt, but bet almost all of them are now with the expansion of the suburban commuters since 2000.

At best sand collects in the curbs when there are no drainage ditches. It would be a super problem for the city only because some brainiac decided there are no trees in areas like mine, so they don't pick up the leaves. It just all accumulates in the curbs except where homeowners pick 'em up. What washes down the water department removes from the sewers with the aid of boom truck....
