Wondering if the pin that came off with the conector is for guage lights
One seams to have been soldered already
U can see one is missing

Also is it possible and safe to start the car without it installed
Car is a 70 340 duster

Cannot tell where that goes. Can you post a wider angle shot? Repair thread for cluster pins:

Generally you can start/ run the car with the cluster out of the car except------you must jumper the two large ammeter wires together. Be careful. One comes "straight from the battery" and you can do a LOT of welding with the red ammeter wire!!!
 
The broken one seems to be a ground for the light sockets there. You can trace where those go if you look carefully
 
Rallye Dash cluster? Looks like it is a power supply pin for the two gauge lamps closest to the beige center plug in the lower right in the picture. The one next to the beige center plug on top would be the turn signal indicator, you can see the opposite side on the other signal indicator only has one green circuit printing as well, appears like the two lower pins would both be energized by a wire from light switch. Solder in a piece of 16 gauge copper wire abut an 1-1/2 long and put a crimp to male pin connector on it, bend it 90 degrees and plug male pin into harness.

I can replace these pins for you. I have the correct tools to swage the new pins in place better than original.

I've soldered some, but I found little brass screws and nuts that are the same diameter and same height as the pins .
This stopped the heat that only hastens it decay. And being brass well the connection is better than original .

the light sockets are chassis grounded at the screws through the board. the 3 pins from top to bottom,,, left turn indicator, 2 illumination bulbs, hi beam indicator.

I stand corrected, just looked at my car .. turn signals are up top, parking brake and high beams are at the bottom ! Oops !

Yep, and the brake warning lamp is the only one that gets 2 wires, so we don't need to see the front to know which is which at the bottom.
