If the shoulder harness had been in the clips above the door, you likely would have never been stopped. Having it dangling gave him probable cause to initiate a stop.

I think that's a chickenshit ticket. Give a courtesy stop, let you know they are supposed to be worn if equipped and move on. Sucks you didn't get the information that wasn't ultimately costly.
