727 Torqueflite Case Hole #2 ??

I don't have confidence in these kits that use an orifice plug. It seems like a pretty sloppy way to "adjust" the 2-3 shift.
I you think of it it's just reducing the hole size to slow the flow down. That's what many of the holes on the transfer plate do. There are other tuning tricks to slow down high clutch engagement to reduce overlap but if there trans is in the car some are not accessible.
