only time I've ever heard something like that is if there is an air bubble or a line loose. Check all your lines for leaks. make sure the reservoir Then raise vehicle, support securely with jackstands away from the steering linkage but securely supporting vehicle, start vehicle, carefully remove power steering reservoir cap, turn the steering wheel lock to lock. have someone watch for small, tiny bubbles or if the fluid turns milky. keep turning back and forth until all bubbles are out of the fluid.
