California DMV ripped me out of my parts.

I don't like this law but I do wonder if their actual main target is idiots dumping oil, anti-freeze, ATF and freon. As much as this state is full of fucked up regulations, why target the guy that parts out old cars? How many of us are there compared to the guys stripping and parting out late model cars?
