California DMV ripped me out of my parts.

Many time the law officer (cop) does not know the law fully, and even the local judge can be totally ignorant to the law. They know parts and pieces of it!
I bet there is a clause in their law, even in Ca, that protects the guy restoring his car????. Maybe their BS starts if someone wants to sell off the parts they do not need?
