Any time that happens, people have to justify their existence in the system. I do agree that usually there is some type of complaint that start the ball rolling unless it's in plain view and code enforcement drives by.

Last year, the city sent out a animal control troll, that beat on doors (instead of ringing the doorbell) causing your dogs to bark and raise cane, then proceeded to run a check on your address for registered animals. So, if you were behind on shots, or other treatments, you got nabbed. BIG BROTHER
