How would you build a low 10’s street car

In 1990 I did it for just under 10k, mid 10s with a 440 Volare. Fun to drive on the street but not practical to drive, I had a large radiator and crank driven water pump so it never got hot. Loud and rowdy with 12.5 cr and Comps 650 lift cam, 290 duration at. 050 like I said rowdy.
