How would you build a low 10’s street car

I wonder what the life span of a 340 - 422ci engine capable of 10 sec passes at the track on a budget.
Set a side 15 k at a minimum for the engine budget.
I still have the " Dream Weaver " song in my mind from a few other threads. lol
