I have used 3M panel bond to fix steering wheels before.
I put the whole wheel in the sand blast cabinet and blast it, easier than sitting there sanding it till the cows come home with a small clogged piece of sand paper.
Then with it all blasted, then you can epoxy primer and refinish it nice.
