If I wanted to add headrests, I would change the seat out with one made that way. S for belts, not sure what you need to do for your anchor points. On the floor, I think they are usually through a bracket or they add a backer plate. I know that’s how my rear belt were. One was rusted away, so I duplicated what the factor one was on other side.
