It's a lot easier to fine tune the adjustment with the eccentric bolts than having to unbolt the UCA's and turn the heims out a half turn turn or so. Who knows - you might need a smaller amount of adjustment than a half turn of a heim joints will give you. I've always roughed it in with the heims, and fine tuned with the eccentric bolts for this reason.
