I think PA checks headlight aim. But have never been told it was off. I would guess its just a general direction thing and not very precise. Probably only flag you on it if an adjuster or something was really messed up pointing sideways or up in the air doing a bat signal. LOL

CHP did those inspections for a brief time in the '70s. Block off the street and inspect everyone, unless you had a sticker from a previous stop. I think they do a safety inspection now on long time non-op cars to re-register them, and new construction type vehicles.
