Well, it is not impossible, but I can not restore a car here. I have to keep my car running at all times, if not the city will impound it. And, I can only do very minor things to my car, changing an engine would be a no no. I am not sure if I can even manage to replace a rear spring myself.
Very strict rules to keep the neighborhood upety enough for the neighbors who are afraid the price of their house will go down, even if they want it to be as cheap as possible for the property taxes, yeah, go figure.
