Freds 73 Scamp restore on a budget

I don't know anything about aircraft but if you can read the tag it's 150 HP. he bought it out of California last summer and had the top end rebuilt by the pros and flew it here. The big hole in the dash is an upgraded dash all computerized should be here in a week I have know idea what my son bought but he was looking at 2 different ones 4 to 8 grand.
