If the rest of the Body and Frame are good and aligned well I would hang that fender as best as possible first. Then I would cut a slice out in front of the rear edge of the fender to get the right gap. Tack it back together and check gap. Finish welding it back together. Go slow. A lot of work but when you're done it shouldn't be noticeable.
