Those are pipe plugs... Most pipe plug taps are tapered...
Remove the plugs and GRADUALLY use a tapered pipe tap to make the hole open up a little at a time until the plugs will go in flush... BE CAREFUL NOT TO RUN THE TAP IN TOO DEEP AND THE PLUG WILL GO ALL THE WAY THROUGH THE HOLE BEFORE GETTING TIGHT....
