340 build question

The cam gear, retainer plate, and the cam itself have a part in the end play, not the washer under the bolt. I've never had a stock bolt and washer combo ever come loose, or, even seen it in the hundreds of engines I've torn apart. Broken chains, stripped gear teeth, grenaded bottom ends that broke the cam, sure, but a cam gear coming off due to the bolt coming out? No.
