are these front pads mis-manufactured?

We are doing a full brake rebuild on the 65 Valiant convertible. Front 9 inch brakes. We received new Wagner brake shoes and they are different than the ones we took off. 2 of the 4 shoes in the box look like thye only have padding on 3/4 of the shoe. The other 2 have full coverage. The old shoes were fully covered on all of them.

The car will continue to be really low mileage, and it never had a braking distance issue in the past. Wondering if these shoes were mis-manufactured and I should persue getting another set (delaying the project) or just not worry about it. They fit otherwise.

I'm with toolmanmike. There are primary and secondary brake shoes and the short shoes is always in the front. If you put them on backwards some times they have to be over adjusted too tight just to stop.
 
The primary shoe (the short one) goes in the front.
What mike said. Go to www.mymopar.com and in the "Reference" section, download your car's Factory Service Manual (FSM). regarding your same length shoes, two thoughts come to mind, one is that the shoes were relined at some time and the company doing it didnt know what they were doing or two, a previous owner bought two sets and used the long shoes from both.

lastly sometimes I have seen the primary shoe have less material but not by much and unless you line them all up side by side you don't notice the difference.
