DISCALAIMER: The following ramblings are just my two cents. You haven't stated an intended purpose, so.....
If starting from scratch, I would probably stay with the fuel injection. Costs are about a wash when you consider costs of going carb vs. fuelie. Cheapest carb intake(in the long run) would probably be the OCP dual plane. Only one carb to worry about and he makes an adapter to acutally put the factory TB back on. Then there's the MSD Hemi 6 box and wiring harness. Each sold seperately. Costs for fuel system from tank forward is about a wash, too. Depending on shiney factor. There are also many choices for going the fuel injection route, also. From my personal experience, if you want something reasonably priced, as close to plug and play as possible, and don't want to sit behind a laptop tuning for days or weeks, get the Hotwireauto.com hot rod style kit. It can still be "tuned", But fires up right out of the box. Chris is a great guy to work with. I have done both carb and injection. At the times for me doing carb, it was cheaper for me because I have a ton of carbs and carb related parts around. Prices have gone up on the MSD stuff, too. Do some price searching/matching for yourself and see. Either way you'll be happy with it!
