Inspection cover color

No paint. It was some kind of lead/tin coated just like the transmission shield, gas tank and the fuel neck.
I have never seen paint on them. I would expect them to be on the trans and not the engine when the engine would get painted
I assume your talking about a 4-speed not a/t. They were on the bellhousing when the engine was painted. Some had more paint than others, depends who was spraying that day.

I think it was actually hot-dip galvanized.
edit: for whatever reason, I assumed you were asking about auto trans dust shield.
If you were talking about stick shift, then I agree, kind of incidental over spray paint coverage.
