It is always good to use a sealant on intake bolt threads and around the water ports. These washers from McMaster-Carr might get you close to level.

Use spherical washers. Do a search on Amazon for them. They will get the angle just right. Lube the mating surfaces, the grease you slop on a cam for assembly should do the job.
