pretty much. I should mention that late model power steering gears require a 1&5/16 hex socket for nut under pitman arm. Common socket sets stop at 1&1/4. You may need to increase rpm, steer to one end, and yes it can make a mess if you dont have a big catch pan. Socket or whatever knocker fits and deep enough. I have used the old seal to get a little better fit and/or depth.
Be careful moving seals past sharp edge splines. Cover splines with electric tape maybe. Lower is tapered so not quite as hazardous as upper. A damaged seal will leak worse than a worn one.
