Man, that thing would be like driving a motorized shopping cart. Why you ask about the 13's, fenderwell header clearance?

Check out the "help with tires" thread in the tires section. Post #4 has an excellent resource.
There are very short fat 15" tires you know?

Unless you have lots of aluminum replacement parts on the engine, it won't handle all that well. They get pretty nose heavy with a stock big block in there. As mentioned, I'd be more worried about stopping.

does anyone know what size is the shortest 14'' tire
165/55x14 is 21" tall. Achilles atr-k economist supposedly makes em, found on simpletires website. I have no idea if there really is such a thing. Also found 21" tall for 15s.
Edit: Google that tire size, apparently there are a few company's that make em. Frankly, I'm surprised, never heard of that size before!

also look for 'extra load' on the sidewalls. they have more ply's in them for (strangely) extra load. they're probably a bit speed restricted but trailer tyres are often extra load and can be had in 13" sizes.

When I read the post header I thought 13" wide and was curious about how you would fit something that fat up front . My '68 Barracuda had the stock 14" wheels on it and IIRC 185/70-14s on it[Edit] when I bought it in 2000[/Edit]. Even with a 318, it didn't handle worth a damn.
