I just looked in a different book (that I probably need to throw away). This book written by the same guy lists the #2806030 as a 66-69 273 block.
That makes more sense. In 68 and 69 the 273's had hydraulic lifters and the 273-7 tells me it was a late casting. The "7" is the 7th casting change from the original casting.
