Looks like the plow hit something that triggered the springs
(Can't think of the name, but its a safety mechanism that flips the plow down like you saw, when it hits an "immovable object")
Guess the driver didn't know how to react to that

On the bright side, this turned the plow blade into a moving speed bump, much less dangerous then hitting it face on

Looks to me like the plow had a tire blowout on the front right tire which lowered the front end putting the weight on the plow and plow drifted the front end over

OK, OK.....I put my playback on slow mo and the semi switches lanes as it comes around the curve bumping the plow!!
 
I saw that earlier and almost posted it also. I'm thinking the semi was sliding, lost it on the curve.

in slo-mo you can clearly see the semi starts out in the "clear" lane
then in the middle of the curve he scoots on over into the snowy lane and the just bumpercarts the plow
