That listing is ambiguous. Below the header which says 67-69 Dart, it says

*** This dash panel fits the 1970-71 Dodge Dart Rallye. ***

1967-69 Dodge Dart Dash Panel - Classic Dash

To me it seems what they are suggesting is it would work in a 67 Dart dash if you're willing to cut away enough of the original standard dash sheet metal.
